Ø Packages and projects: Through the more detailed analysis and evaluation of options and alterations.
The most effective transport planning is multi-modal and multi-objective in nature.
Transport planning works best when integrated with other disciplines, including: land-use planning, transport economics, economic development, engineering, urban design, and environmental planning.

New infrastructure is an essential ingredient in future transport system planning, but it is important that infrastructure is considered when other options have been excluded, and when any wider implications have been assessed.
Transport planning needs to be complemented by effective communication, participation and consultation.
